Energy Security and Strategic Partnership between Uzbekistan and Japan

The Institute for Advanced International Studies (IAIS) at the University of World Economy and Diplomacy, with the support of The Nippon Foundation, is implementing a comprehensive research and exchange initiative in 2025–2026 titled “Energy Security and Strategic Partnership between Uzbekistan and Japan”.

 

This project responds to the growing strategic relevance of energy security in Central Asia, particularly as Uzbekistan seeks to diversify its energy partnerships and adapt to global sustainability agendas. It also reflects Japan’s role as a key development partner in science, technology, and green energy diplomacy in the region. The project aims to build a knowledge base and policy-oriented dialogue to strengthen mutual understanding between Uzbekistan and Japan on long-term energy resilience and regional cooperation frameworks.

 

The main components of the project include:

  • Policy research — engaging a team of local and international experts to examine energy diversification strategies, low-carbon development, and the geopolitics of energy in Central Asia;
  • Comparative case studies — assessing Japanese best practices in energy innovation and their relevance to Uzbekistan’s green transition and energy infrastructure reform;
  • Fieldwork and academic outreach — conducting joint academic trips to Japanese partner universities and convening an international conference in Tashkent;
  • Capacity building — fostering expert exchanges, public lectures, and publication of analytical findings to inform policy and academic communities.

 

Expected outcomes:

  • In-depth policy report on Uzbekistan’s energy security transformation;
  • A research publication and joint academic outputs with Japanese counterparts;
  • Strengthened bilateral networks in the field of energy and sustainability;
  • Contributions to global discussions on energy governance and green development.
