This report examines how the United Nations Sustainable Development Goals have been incorporated into Uzbekistan’s legal and regulatory framework between 2019 and the first half of 2026. Based on an analysis of 6,878 government decisions, presidential acts, and laws, the study identifies the main regulatory priorities, traces changes in their relative importance over time, and assesses the extent to which sustainable development objectives have become embedded across different areas of state policy.

The findings show that Uzbekistan’s regulatory agenda continues to rest primarily on two interconnected pillars: institutional development and economic growth, corresponding to SDG 16 and SDG 8. At the same time, the balance between them has gradually shifted towards economic development, particularly in presidential acts, while social priorities such as education, health and food security have maintained a relatively stable presence. The report also identifies a gradual increase in attention to previously less represented areas, including poverty reduction, inequality, responsible consumption and climate action.

Overall, the analysis suggests that Uzbekistan’s regulatory framework is becoming more cross-sectoral and diversified: although the overall number of adopted regulatory acts has declined, individual documents increasingly address several sustainable development priorities simultaneously. The report therefore provides an evidence base for identifying regulatory gaps, improving inter-agency coordination and strengthening the integration of the SDGs into national strategic planning and policymaking.
